LPG Subsidy Rule From October 1: Complete Aadhaar Biometric Verification Before Booking a Refill
Domestic LPG customers will need to complete Biometric Aadhaar Authentication to book eligible cooking-gas refills at the regulated price with the applicable subsidy from October 1, 2026.
The government has introduced the requirement to improve the identification of genuine beneficiaries and ensure that support for household LPG consumption reaches eligible families. The verification system is also expected to help detect duplicate or ineligible connections and discourage the commercial use of subsidised domestic cylinders.
Consumers who have already completed biometric authentication do not need to repeat the process. Those who remain unverified have been advised to finish it before October 1 to continue receiving refills under the applicable subsidised-price framework.
Who Needs to Complete Biometric Authentication?
The requirement applies to active domestic LPG consumers who have not yet completed Biometric Aadhaar Authentication.
According to figures attributed to the Ministry of Petroleum and Natural Gas, 27.43 crore active domestic LPG consumers had completed the process by September 19. This represented approximately 89.9% of the country’s active household LPG customer base.
The remaining consumers should check their verification status through their registered distributor or the official digital platform of their oil marketing company.

Completing authentication is one of the conditions for accessing the eligible benefit. It does not automatically establish subsidy entitlement if the consumer fails to satisfy other applicable requirements.
Will LPG Supply Stop Without Authentication?
An unauthenticated customer will not necessarily be prevented from purchasing cooking gas.
Under the rule described by the government, customers who decline biometric verification or cannot complete it may continue buying LPG at the applicable market price. They would not receive the subsidy-linked benefit until the verification requirement is satisfied.
This distinction is important. The rule affects access to the subsidised or regulated price, but it does not amount to a blanket cancellation of the LPG connection.
Customers who choose not to complete authentication may need to register their preference through an oil company’s official website, mobile application, WhatsApp chatbot or Interactive Voice Response System.
Subject to local availability, such consumers may be offered 5-kg or 10-kg cylinders at market-linked rates. Product availability and booking conditions can differ by distributor and location.
Three Ways to Complete LPG Biometric Verification
Consumers can use any authorised verification method made available by their LPG provider.
1. During Cylinder Delivery
Biometric authentication may be completed when an authorised delivery representative brings a refill to the consumer’s address. Customers should verify the delivery person’s identity before sharing biometric information.
No one should be given a UPI PIN, debit-card PIN, internet-banking password or other confidential banking credentials during this process.
2. At the Distributor’s Showroom
Customers can visit the office or showroom of their registered gas distributor. They may need to carry their LPG consumer number, Aadhaar details and registered mobile phone.
This option can be useful for people facing difficulties with mobile applications or home-based verification.
3. Through Official Mobile Applications
Government-owned oil marketing companies also provide digital facilities through their official applications:
- Indane customers can use IndianOil ONE
- Bharat Gas customers can use HelloBPCL
- HP Gas customers can use HP PAY
Consumers should install applications only through trusted app stores and verify the developer’s identity. They should not download LPG KYC applications or APK files sent through WhatsApp, SMS or social media.
Authentication Campaign Began in October 2023
The LPG biometric-verification exercise is not new. It has reportedly been underway nationwide since October 2023.
The government initially set June 30 as a completion date. After multiple extensions, the timeline was moved to September 14. Consumers still awaiting verification have now been urged to complete it before the new booking condition takes effect on October 1.
People who have already completed the process during any previous stage of the campaign do not need to undergo it again.
How Much Subsidy Support Is Involved?
The report states that the indirect subsidy associated with a standard 14.2-kg domestic LPG cylinder was approximately ₹210 in September 2026. In June, the estimated support was much higher at around ₹721 per cylinder.
These figures indicate that the level of government or oil-company support may change with market conditions. They should not be interpreted as a fixed direct cash payment guaranteed to every LPG customer.
The actual benefit depends on the prevailing retail price, consumer category, city and government policy. Customers should check the payable amount shown during booking and their subsidy status through an official channel.
Oil Companies’ Under-Recovery Crosses ₹62,000 Crore
Government-owned oil marketing companies had reportedly accumulated domestic LPG under-recoveries exceeding ₹62,000 crore by August 31, 2026.
Under-recovery broadly refers to the gap between the cost of supplying LPG and the amount recovered through the regulated selling price. When international energy prices or other input costs rise, this difference can become larger.
The biometric requirement is intended to improve subsidy targeting at a time when the financial burden associated with regulated domestic LPG remains substantial.
Why the Government Introduced the New Condition
The verification requirement is expected to support several objectives:
- Restrict benefits to eligible domestic households
- Identify duplicate or inactive LPG connections
- Reduce the misuse of household cylinders for business purposes
- Improve the accuracy of consumer records
- Control leakage in the subsidy system
- Strengthen transparency in refill distribution
A successful biometric match establishes the connection between the consumer’s Aadhaar identity and LPG account. Consumers should nevertheless verify whether their registered name, mobile number and other account details are correct.
What to Do if Authentication Fails
Biometric verification can sometimes fail because of worn fingerprints, age-related issues, technical errors or differences in account records.
Customers experiencing repeated failures should approach their authorised distributor and request an approved alternative. They should not pay an unofficial agent or hand over original documents without receiving proper acknowledgement.

Complete the Process Through Official Channels
Consumers who have not yet finished biometric verification should act before October 1 if they want to retain eligible subsidy-linked pricing. Those already verified can continue booking without repeating the process.
Failure to authenticate is not expected to permanently stop cylinder supply, but it may result in the customer paying the full market price. Consumers should rely on official oil-company communications and remain alert to fake KYC messages seeking OTPs or banking information.
