LPG Booking Rules Change From October 1: Complete Aadhaar Biometrics to Retain Subsidy
Domestic LPG consumers who receive cylinders at a subsidised or regulated price may need to complete Biometric Aadhaar Authentication before October 1, 2026. Under the rule described in the report, authentication will become necessary for booking eligible subsidised refills from that date.
Customers who do not complete the process will not necessarily lose access to cooking gas. They may still be able to order a domestic LPG cylinder, but it could be supplied at the applicable market price without the government subsidy benefit.
The measure is intended to ensure that subsidised domestic cylinders reach eligible households and are not diverted for commercial or industrial use. It could also help oil marketing companies identify duplicate, inactive or otherwise ineligible connections.
What Will Change From October 1?
The new condition relates primarily to the subsidy or regulated-price benefit—not an absolute ban on LPG booking.
From October 1, a consumer seeking an eligible domestic refill at the subsidised price will need to have completed Biometric Aadhaar Authentication. Customers whose authentication is already complete do not need to repeat the process.
The reported position can be summarised as follows:
| Consumer Status | Expected Treatment From October 1 |
|---|---|
| Biometric authentication completed | Eligible refill can continue under applicable subsidy rules |
| Authentication not completed | Cylinder may still be supplied, but at the market price |
| Authentication previously completed successfully | No need to complete it again |
| Aadhaar or biometric verification fails | Customer should contact the authorised distributor |
Subsidy eligibility is also governed by other applicable conditions. Completing biometric verification does not independently guarantee a subsidy if the consumer does not satisfy the scheme’s remaining requirements.
LPG Supply Will Not Necessarily Be Stopped
One of the most important clarifications is that unauthenticated consumers will not automatically be prevented from buying cooking gas.
According to the rule outlined in the report, people who decline biometric verification or cannot finish it by the deadline may continue purchasing refills. The difference is that they may need to pay the full market price rather than the subsidised amount.
Consumers should therefore avoid interpreting messages such as “your LPG connection will be permanently closed” or “you can never book a cylinder again” as automatically genuine. They should confirm any restriction directly with their gas distributor or oil marketing company.
More Than 27 Crore Consumers Have Completed Authentication
Data attributed to the Ministry of Petroleum and Natural Gas showed that 27.43 crore active domestic LPG consumers had completed Biometric Aadhaar Authentication by Saturday, September 19.
This reportedly represented approximately 89.9% of active domestic LPG users. Consumers included in this group do not need to undergo the process again.
Those who are unsure about their status can contact the authorised distributor or check through the official application of their LPG provider.
How Much Difference Could the Subsidy Make?
The report estimates that the indirect support associated with a 14.2-kg domestic LPG cylinder was around ₹210 in September 2026.
The actual amount payable by a consumer can vary according to the applicable price, city, connection category and government policy. Customers should check the amount displayed during booking rather than assuming that every household will receive exactly the same benefit.
If the estimated ₹210 support applies to a particular connection, losing eligibility could make each refill approximately ₹210 more expensive. However, this is an indicative figure and not a universal cash subsidy guaranteed to every LPG consumer.
Why Has Biometric Verification Been Introduced?
The government’s stated objective is to improve the targeting of benefits. Domestic LPG cylinders offered under a subsidised framework are meant for eligible household consumption.
Biometric authentication can help authorities and oil marketing companies:
- Verify that a connection belongs to a genuine consumer
- Detect duplicate or ineligible LPG accounts
- Reduce the diversion of domestic cylinders for commercial use
- Improve the accuracy of beneficiary records
- Ensure that government support reaches eligible households
The authentication campaign is not entirely new. It has reportedly been underway across India since October 2023, and its completion deadline has been extended more than once.
The earlier dates mentioned in the report include June 30, 2026, followed by an extension to September 14. Consumers who remain unauthenticated have now been asked to finish the process before the October 1 rule takes effect.
Complete Authentication During Cylinder Delivery
Consumers may be able to complete biometric verification when an authorised delivery representative brings an LPG cylinder to their home. The representative may use the approved system to verify the customer’s identity.
Before providing biometric information, customers should confirm that the person is connected with their registered distributor. They should not share an OTP, UPI PIN, debit-card PIN or banking password.
Consumers should also avoid paying an unofficial fee unless an authorised charge is clearly mentioned in the company’s official instructions.
Visit the Authorised Gas Distributor
Customers can also visit the showroom or office of their registered LPG distributor. They should carry the documents required by the oil company, which may include their Aadhaar details, LPG consumer number and registered mobile phone.
This option may be useful for elderly customers, people whose mobile number is not correctly linked or those encountering problems with app-based verification.
If fingerprint authentication fails because of age, disability or worn fingerprints, the consumer should ask the distributor about an officially approved alternative method. A failed biometric attempt should not be treated as proof of ineligibility.
Use the Official Oil Company Apps
Depending on the provider and available facility, consumers may also complete or initiate authentication through the official mobile applications:
- IndianOil ONE for Indane customers
- Hello BPCL for Bharat Gas customers
- HP PAY for HP Gas customers
Users should install these apps only from trusted app stores and verify the developer’s name. Some digital authentication processes may require an approved Aadhaar face-authentication application or additional permission.
Customers should never install an APK sent through WhatsApp, SMS or email. Fraudsters may use the approaching deadline to circulate fake KYC applications and steal personal or banking information.
Check Your Status Before the Deadline
Consumers who have already completed authentication do not need to repeat it. Everyone else should verify their status and, if necessary, finish the process through an authorised channel before October 1.
The new framework is not expected to stop unauthenticated households from purchasing LPG altogether. Its main consequence is that an eligible subsidy or regulated-price benefit may become unavailable until verification is completed.
Consumers should check the latest official instructions from their oil marketing company because implementation procedures, acceptable authentication methods and individual subsidy eligibility may differ.
